    Kargil, June 16, 2025 – Executive Councillor (EC) for I&FC, PHE, Tourism, KDA/ZDA/UD, Revenue, CAID, and Fisheries, LAHDC Kargil, Kacho Mohd Feroz, conducted a comprehensive tour of several villages including Lankerchey, Thangbu, Stakpa, Umba, Malik bar and Shila Bar. The visit was part of his continued effort to assess infrastructure, interact with students, teachers, and general public to address pressing grievances of the local population.
    EC Kacho Mohd Feroz was accompanied by Councillor Ghulam Haider, SDM Sankoo, Executive Engineer Irrigation, Assistant Executive Engineers (AEE) from both the Irrigation and Flood Control and PMGSY departments, Junior Engineers, and officers from all other concerned departments. Their presence enabled on-the-spot redressal of various administrative and developmental concerns raised by the villagers.
    At Government Middle School Lankerchey, EC Kacho Mohd Feroz interacted with students and encouraged them to remain focused on their education. He urged them to overcome language barriers, make optimal use of school resources, and take their careers seriously, he stressed that students in Kargil are capable and intelligent, but proper guidance and commitment are necessary for achieving excellence. He advised teachers to ensure that every student receives equal attention and support in the classroom.
    While inspecting school infrastructure, the teaching staff highlighted the need for additional resources and requested the posting of a Hindi teacher. EC Kacho Mohd Feroz assured the matter would be taken up immediately and directed the staff to submit a formal memorandum detailing their requirements.
    In Thangbu village, locals submitted a memorandum of grievances, which were further discussed during a public interaction at Panchayat Ghar Stakpa. A range of issues was raised, especially concerning irrigation. Executive Engineer Ghulam Hussain addressed several issues directly and provided his contact information, encouraging residents to share concerns freely and without hesitation.
    During these interactions, EC Kacho Mohd Feroz urged all departments to carry out development works proactively during the active construction season. He emphasized timely budget utilization and cautioned against disruptions or disputes that could delay project execution. He reassured the public that their cooperation is vital and that the administration is committed to resolving all genuine issues with transparency and urgency.
    In Malik Bar-2, villagers demanded the reconstruction of irrigation canals, restoration of roads under PMGSY, an ice hockey rink, and a new footbridge for livestock and agricultural use.
    Councillor Ghulam Haider thanked EC Kacho Mohd Feroz for his visit and acknowledged his efforts in listening to and responding to the concerns of the local population. He expressed hope that genuine public demands would be resolved efficiently.
    At Panchayat Ghar Umba, residents raised demands related to kul reconstruction at the headwork, provision of JJM pipelines, and the upgradation of the local high school to higher secondary status. EC Kacho Mohd Feroz assured the people that their issues would be taken up with the relevant departments and promised all possible support depending on the availability of funds under the Special Development Package (SDP).
    In Shila Bar, where water scarcity is a longstanding issue, villagers requested road widening, blacktopping, and the construction of irrigation kuls. EC Kacho Mohd Feroz directed the concerned departments to prepare Detailed Project Reports (DPRs) for irrigation infrastructure immediately. He informed the villagers that several of their demands are already in process and will be tendered shortly.
    He appealed for public cooperation and warned that disputes during execution could lead to delays and loss of allocated budget. He reiterated that smooth execution of works not only ensures infrastructure development but also helps secure increased funding for future projects.
    Throughout the tour, EC Kacho Mohd Feroz reaffirmed LAHDC Kargil’s commitment to participatory governance and inclusive development. He assured that genuine public demands will be addressed with seriousness, and that continuous collaboration between the administration and the community is essential to achieving the region’s developmental goals.
