    Kargil, July 13, 2026: The General Council Meeting of the Ladakh Autonomous Hill Development Council (LAHDC), Kargil, was held today at the Conference Hall, Baroo, under the chairmanship of the Hon’ble Chairman and Chief Executive Councillor, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, for approval of the District Capex Budget 2026–27.
    The meeting was attended by the Hon’ble member of Parliament Mohmad Haneefa Jan, Hon’ble Executive Councillors, Agha Syed Mujtaba and Er. Phunchok Tashi, Deputy Commissioner/Chief Executive Officer, LAHDC Kargil, Rakesh Kumar, Deputy Commissioner Drass Imteeaz Kacho, Hon’ble Councillors, Chief Planning Officer, se toral heads and District Officers.
    At the outset, Deputy Commissioner/Chief Executive Officer, LAHDC Kargil, Rakesh Kumar, briefed the House about the financial and physical progress achieved under the District Capex Budget 2025–26. It was informed that against the approved allocation of Rs. 255.26 crore, the revised outlay stood at Rs. 329.58 crore, with the entire revised allocation released. An expenditure of Rs. 327.03 crore was incurred, achieving an impressive 99.22 percent expenditure, reflecting the Council’s and district administration commitment towards timely execution of developmental works across the district.
    Deupty Commissioner Kargil, Rakesh Kumar further informed the House that, as per Finance Department, UT Ladakh Order No. 252-F of 2026 dated 18 May 2026, the allocation of funds has been regulated on the basis of a weighted formula comprising 60 percent population (2011 Census) and 40 percent geographical area to ensure equitable and balanced regional development. It was further noted that priority shall be accorded to works at an advanced stage of execution to facilitate their early completion.
    The Chief Planning Officer presented the proposed District Capex Budget 2026–27 along with the object-head-wise allocation. The House was informed that the proposed Capex Budget carries an outlay of Rs. 255.26 crore, covering major sectors including infrastructure development, buildings and structures, roads and bridges, irrigation projects, machinery and equipment, ICT, land acquisition, heritage asset upgradation, furniture and other fixed assets.
    It was informed that against the workdone liabilities of Rs. 115.86 crore, as on ending June 2026 Rs 93.30 Cr has been proposed for the liabilities. Further in the Capex Budget provision for ongoing works, Councillor Constituency Development Allocation (CCDA), pending administrative approval projects and new works for FY 2026-27 had also been ensured.
    After detailed discussions, the House approved the recommendations, deciding that ongoing work liabilities shall receive first priority in the allocation of funds.
    To ensure effective implementation of developmental works, the General Council resolved that disputed works shall be reviewed on a case-to-case basis and resolved by the concerned departments within the stipulated timeline. It was also decided that provision shall be made for works approved during the previous financial year and that projects of greater public importance, disaster mitigation and management, and essential public infrastructure shall receive priority in the allocation of funds.
    The House further resolved that proposals for new developmental works from the newly created districts of Drass and Zanskar shall be submitted through the concerned Deputy Commissioners for consideration and approval under future planning.
    During the deliberations, Hon’ble Councillors actively participated in the discussions and raised various public issues relating to roads, drinking water supply, irrigation, education, healthcare, agriculture, horticulture, power, tourism, rural development, employment generation and other developmental sectors. The concerned Executive Councillors and district officers responded to the issues and assured the House that appropriate action would be taken on priority.
    Addressing the General Council, Chairman and Chief Executive Councillor, Dr. Mohd Jaffer Akhoon, appreciated the coordinated efforts of all departments, Executive Councillors, Councillors and district officers for achieving outstanding financial performance during the previous financial year. He stated that the achievement of over 99 percent expenditure reflects the commitment and collective efforts of all stakeholders towards accelerating development in Kargil district.
    The CEC emphasized that the District Capex Budget must focus on balanced regional development, transparency, accountability, quality execution and timely completion of projects. He directed all executing agencies to ensure strict adherence to approved timelines, maintain high standards of quality in public works, strengthen inter-departmental coordination and prioritize projects that directly improve public welfare and essential services.
    Dr. Akhoon further reiterated the Council’s commitment to ensuring inclusive and sustainable development across all constituencies and stressed that developmental planning must remain people-centric, transparent and result-oriented. He urged all departments to work with dedication and responsibility so that the benefits of government schemes and infrastructure projects reach every section of society.
    Hon’ble Member of Parliament, Ladakh, Shri Mohmad Haneefa Jan, appreciated the House for its constructive deliberations and the district administration for achieving commendable progress in the implementation of developmental works. He emphasized the need for timely execution of projects, efficient utilization of public funds and balanced development across all regions of the district. He also assured the House of his continued support in pursuing Kargil’s developmental priorities at the Union Territory and Government of India levels.
    After detailed deliberations and incorporating the recommendations of the House, the House unanimously approved the District Capex Budget 2026–27 with voicevote of 20 councilors of the LAHDC.
    The meeting concluded with a vote of thanks and a collective resolve to strengthen coordination among all departments and ensure the timely implementation of developmental works for the overall socio-economic progress of Kargil district.
