    Leh, March 11, 2025: The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) chaired a meeting at the Lieutenant Governor’s Secretariat to discuss the introduction of transfer dashboard/employee transfer portal for teaching staff of School Education Department, staff of Health and Medical Education, Public Works Department (PWD) R&B and Public Health Engineering (PHE) I&FC along with the introduction of e-HRMS 2.0 (electronic-Human Resource Management System) in UT Ladakh.
    There was a detailed discussion on the transfer policy of district and divisional cadres of teachers, masters and lecturers who are eligible for transfer along with the algorithm to be used for points calculation for the intra and inter-district transfer of eligible teaching staff after a period of two and four years, respectively. It was informed that the schools would be automatically allocated to the teaching staff without any human intervention as per the maximum points earned by them based on the distance of their place of posting from the district headquarters.
    Stating that the UT Administration is looking for a system which is insusceptible to human errors and prioritises students and schools, the HLG stated that the applicants must declare their current residence beforehand to become eligible for transfer. He also stated that the transfer window would be opened once a year and no preference shall be given to applicants based on their gender.
    Meanwhile, after the discussion on the employee transfer portal of Health and Medical Education, PWD (R&B) and PHE (I&FC) departments, the HLG highlighted the need to avoid manipulation and favouritism and prioritise patients over the staff. He asked the concerned officials to ensure that no doctors with similar posts are transferred to the same health centre/hospital to avoid inconvenience to patients. He also asked the concerned officials to seek feedback from the stakeholders and test the transfer dashboards before making it public.
    Secretary, GAD, Michael D’Souza, IAS, gave a detailed presentation on the introduction of e-HRMS 2.0 developed by Department of Personnel & Training (DoPT), GoI through NeGD (National eGovernance Division) in UT Ladakh. He mentioned that the online portal would provide end-to-end HR services to government employees to enhance speed and transparency. He also informed about the available modules in the portal such as leave, reimbursement, promotion, grievance redressal, etc.
    Chief Secretary, Dr Pawan Kotwal, IAS; Principal Secretary, Sanjiv Khirwar, IAS; Commissioner/Secretary, Dr Vasanthakumar N, IAS; Secretary, Vikram Singh Malik, IAS; Secretary, Bhanu Prabha, IAS; Secretary, Michael D’Souza, IAS and officials from School Education, IT and NIC Department were present in the meeting.
