    Leh, July 21, 2023: The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) held a meeting with the Departmental Secretaries/Head of Departments (HODs) at Raj Niwas to review the progress of their respective departments, pending issues and issues concerning their departments.
    HLG discussed several issues in the meeting, viz. the recent recruitment drive conducted by District Subordinate Services Recruitment Board (DSSRB) Kargil; the preparation for the upcoming Independence Day; the transfer of the Associate NCC Officer (ANO); the promotion of Class 10+2 lecturers to the post of senior lecturers; the demand to give preference to jobs at Rural Development Department for candidates with relevant diploma/degree in Rural Development Management course; the need to hold a meeting with elected representatives and other concerned stakeholders/officials to address the issue so that the ongoing Jal Jeevan Mission works can be completed within the stipulated timeframe; the creation of R&B sub-division at Zanskar; the finalisation of the document on 3 Years of UT Ladakh highlighting the achievements of Ladakh post its formation as a separate union territory along with the publication of the document; the de-duplication of scholarship schemes resulting in hardships faced by students in availing Prime Minister’s Special Scholarship Scheme (PMSSS); the utilisation of expertise of Director of Moravian Institute Dehradun, Shri Thsespal Zhiwa Kundan for the betterment of Ladakh’s education sector; the redressal of the issue faced by Ladakhi students in obtaining their documents from Suresh Gyan Vihar University; the fee structure of PG courses along with recruitment process at University of Ladakh; the drafting of Sports Incentive Policy for deserving sportspersons from Ladakh; the transfer of units and posts of SKUAST-Kashmir to Ladakh; the need for restricting of Warrant of Precedence for Ladakh with the inclusion of CEC, Executive Councillors/Councillors from both the Hill Councils; the worrying rise in number of beggars in Ladakh and the need to monitor their activities; the progress in the case of the rape and alleged attempt to murder of a minor girl from Ladakh; the extension of Mid-Day Meal scheme to students at Gompa schools; the inclusion of Bhoti as the fourth state language of Ladakh after English, Hindi and Urdu; the appointment of a panel of advocates and notification of notaries; the upcoming LAHDC Kargil elections; the revision of the tourism logo; the progress of the restoration/upgradation work at Disket Monastery in Nubra in view of the visit of His Holiness the 14th Dalai Lama; the drafting/preparation of a policy/guidelines to provide incentives to students from Ladakh who want to study in foreign countries or present their research papers; the littering/disposal of waste at peaks/trekking routes, etc. The HLG highlighted the importance of this cleanliness matter and asked the concerned officers to give it the top priority.
    During the review meeting, a delegation from Spangmik village near Pangong Lake led by Member of Parliament from Ladakh, Shri Jamyang Tsering Namgyal and Executive Councillor, LAHDC Leh, Shri Tashi Namgyal Yakzee requested the restoration of the settlement of the villagers whose commercial properties were destroyed during a demolition drive in 2019 along with giving permission to them to operate commercial activities for their livelihood. They also raised the issue faced by labourers from Durbuk working for Army projects in getting minimum wages as per the directions issued by UT Administration and the rate fixed by Central Labour Commission.
    HLG instructed Deputy Commissioner Leh to direct SDM Durbuk to inspect the site at Spangmik along with EC Yakzee and the local Councillor so that a detailed report and recommendations can be provided. He stated that he will ensure proper examination of their issue and consult with concerned officials to check rules and regulations for appropriate follow-up action on doable issues. He inquired about the progress of the Pashmina project and the distribution of zero carbon emission tents/shelters to Pashmina goat kids along with their mothers.
    Stating that Jal Jeevan Mission is critical for Ladakh, HLG highlighted the need to complete the JJM works by the end of September with the involvement of sarpanches and other concerned stakeholders. Expressing his displeasure over the omission of CEC, Executive Councillors/Councillors from the list in the Warrant of Precedence, he instructed the concerned officials to write to the Ministry of Home Affairs (MHA) in this regard for their inclusion. He instructed that the incumbent officials must carry out the duties assigned to his/her predecessor for the upcoming LAHDC Kargil elections to be held in September.
    HLG instructed that the policy to provide financial assistance to Ladakhi students interested in studying in a foreign country may be framed along with the constitution of a committee to scrutinise general cases along with impromptu cases. He also emphasised the need to tackle the issue of littering/disposal of waste at mountain peaks/trekking routes and appropriate measures that need to be taken to address the issue, including taking penal action against the perpetrators. He instructed the concerned officials to conduct cleanliness drives and provide incentives to women self-help groups/individuals engaged in conducting such cleanliness drives.
    At the outset, Advisor to HLG, Dr Pawan Kotwal felicitated Shri Mohd Ali Khan, an author/poet from Turtuk, who presented his patriotic poems and songs to HLG and the other departmental secretaries/HODs.
