Kargil, September 19, 2025: Executive Councillor for PHE, Irrigation & Flood Control (I&FC), Tourism, Revenue, KDA, Housing & Urban Development, LAHDC Kargil, Kacho Mohd Feroz, chaired a review meeting on developmental activities of the PHE and I&FC departments at the Council Secretariat on Friday.
The meeting was attended by Administrative Secretary, PHE, I&FC, FCS&CA and Elections, UT Ladakh, Rahul Sharma, Director, Food Civil Supplies & Consumer Affairs, UT Ladakh, along with officers and officials of PHE, I&FC, and FCS&CA Kargil.
During deliberations, the Executive Councillor highlighted challenges faced by the departments, particularly the need for permanent restoration of flood-damaged infrastructure, including water supply schemes, irrigation khuls, and canals. He stressed the reactivation of older water supply schemes affected by heavy snowfall and rainfall during March–April and August–September 2025.
Feroz urged the UT administration to allocate adequate funds to ensure timely restoration, noting that these facilities are directly linked to community life.
Responding to the concerns, Administrative Secretary Rahul Sharma assured that the issues would be addressed. He directed officials to submit a comprehensive requirement and cost estimate for further processing at the earliest.
Other matters discussed included pending administrative approvals of sanctioned works under various schemes, the need to change nomenclature of approved works under the SDP scheme, and the extension of outsourced Junior Engineers (JEs). Sharma assured that the extension of JEs would be reviewed soon.
The EC also flagged the acute shortage of JEs in the I&FC department, which he said was hampering developmental works. He requested creation of additional posts to ease the workload. The Administrative Secretary said the matter would be reviewed at the departmental level by examining the relevant recruitment rules.
On the requirement of funds for the operation and maintenance of JJM schemes in the district, the Secretary agreed in principle to provide financial support for one year, including necessary human resource engagement.
