Nyoma, May 14: Lieutenant Governor of the Union Territory of Ladakh, Shri Vinai Kumar Saxena, on his maiden visit to Changthang on Wednesday, visited Nyoma to celebrate the creation of Changthang as a new district. Amid enthusiastic participation of thousands of people from the region, the Lieutenant Governor was accorded a grand welcome on his arrival at Nyoma by villagers, public representatives, students, cultural troupes and members of civil society. He was also warmly received by villagers at Liktsey and Hemya villages during his visit.
The creation of Changthang district follows the approval granted by the Lieutenant Governor for the creation of five new districts in the Union Territory of Ladakh, on April 27, 2026.
Students, cultural troupes comprising Tibetan refugees and local villagers presented traditional cultural performances to welcome the Lieutenant Governor and celebrate the historic occasion.
Addressing the gathering, the Lieutenant Governor expressed sincere thanks to the people for extending affection and warm hospitality. He also expressed gratitude venerable Drukpa Thuksey Rinpoche, for honouring him on the historic occasion.
Lieutenant Governor Shri Saxena said that the long-pending demand for making Changthang a separate district has finally been fulfilled and termed it a historic step that would fulfil the aspirations of the people of Changthang. He stated that the decision was not merely an administrative re-organisation but a major initiative aimed at strengthening governance and improving delivery of public services in one of the most remote regions of Ladakh.
The Lieutenant Governor observed that people of Changthang had long faced immense difficulties in accessing administrative services due to vast distances, harsh climatic conditions and limited connectivity. He noted that residents often had to travel nearly 300 kilometres to meet administrative officers or the Deputy Commissioner for redressal of their issues. With the creation of a separate district, he said, the administration would now come much closer to the people, ensuring better grievance redressal and more efficient delivery of government services at their doorsteps.
Shri Saxena also highlighted the immense economic and cultural significance of Changthang, especially its globally-renowned Pashmina. He stated that Changthang Pashmina has the potential to emerge as a global brand and informed that the UT Administration is taking several steps for processing, branding, marketing and value addition to ensure better returns for Pashmina growers and nomadic communities.
Reiterating the commitment of the UT Administration towards the development of Changthang, Shri Saxena said that concrete steps would be taken to strengthen public transport, healthcare, education, irrigation, water conservation, tourism and livelihood generation. He also called upon the people to actively participate in the development journey of the region.
Highlighting various initiatives being undertaken for the development of border villages, the Lieutenant Governor referred to the Vibrant Villages Programme and said that the programme aims to strengthen infrastructure, generate employment opportunities, promote tourism and provide dignified livelihood opportunities within villages.
