Leh, December 29: The Hon’ble Lieutenant Governor of Ladakh, Shri Kavinder Gupta, today launched the Ladakh Land Records Web GIS Portal by the Revenue Department, marking a significant step towards good governance and digital transformation with the primary objective of providing simple, transparent, and reliable services to citizens.
Addressing the gathering, Shri Kavinder stated that the launch of the portal (https://landrecords.ladakh.gov.in) is a significant step towards good governance and digital transformation. He emphasised that land records are the cornerstone of any administration, with clear, updated and authentic records playing a vital role in protecting citizens’ rights as well as in development planning and policy decision-making. He stressed that land records are being modernised in Ladakh through a technology-driven system so the public could directly benefit from the exercise.
The Lt Governor expressed pleasure on bringing land records on a digital platform for revenue villages in Ladakh in a phased manner, which would provide citizens with online access, reduce the need for frequent visits to offices, increase transparency, reduce disputes, and strengthen people’s trust in the administration. He also noted satisfaction that actual land conditions were being accurately recorded through modern survey techniques, ensuring accuracy, reliability, and legal clarity crucial in Ladakh’s geographically challenging region.
Shri Kavinder Gupta highlighted that the initiative reflects the Central Government’s strong commitment to the people of Ladakh and aligned with Prime Minister Shri Narendra Modi’s vision of Digital India, Ease of Living, and Inclusive Development by ensuring remote and border areas received necessary infrastructure and citizen-centric services. “Making the Administration responsive and efficient through technology is the government’s priority,” he said.
Quoting former Prime Minister Atal Bihari Vajpayee ji, Shri Kavinder stated that good governance embodies protection of citizens’ rights, transparency, accountability, and public sensitivity, and that true development is possible only when governance is responsive and transparent to the public. He noted that initiatives like the digital land records portal and transparent recruitment were living examples strengthening citizens’ trust and making administration responsive, efficient, and future-ready.
The Lt Governor congratulated Chief Secretary Dr. Pawan Kotwal, the Revenue Department, district administration, and staff for this significant achievement, expressing confidence that the portal would prove user-friendly, transparent, and effective.
In conclusion, Shri Kavinder Gupta affirmed with conviction that such visionary, technology-driven initiatives would strengthen trust-based, transparent, future-ready governance in Ladakh through digital empowerment, simplified processes, and institutionalised accountability—the true hallmarks of good governance. With stakeholder cooperation from administration, technical team, and citizens, Shri Kavinder emphasised that the initiative would succeed and establish Ladakh as a Good Governance model setting new standards of development, trust, and progress.
Speaking on the occasion, Joint Secretary, Department of Land Resources, Government of India, Shri Kunal Satyarthi, applauded the UT Administration for the portal, with only a few states boasting such advancement, calling it a dream come true for Ladakhis. He informed about NAKSHA (NAtional geospatial Knowledge-based land Survey of urban HAbitations), a pioneering one-year pilot under Digital India Land Records Modernisation Programme (DILRMP) to revolutionise urban land records, inviting Ladakh to participate.
Chief Secretary Dr. Pawan Kotwal underscored universal need for land records and Revenue Department’s digitisation exercise under SVAMITVA and DILRMP as per Government of India mandate. He mentioned that portal-issued documents are legal, usable for loans and more, with emphasis on saturating digital records across UT Ladakh for public benefit.
Assistant Commissioner Revenue, Leh, Shabbir Hussain, informed that citizens can avail 18 land record-related services from the portal and gave a live demonstration on the seamless, easy and transparent process to apply for fard intikhab.
