NDRF conducts Table-Top Exercise on CBRN in Kargil.
Kargil, October 29, 2025: In view of the upcoming mock exercise on Chemical, Biological, Radiological, and Nuclear (CBRN), the 13th Battalion, National Disaster Response Force (NDRF) conducted a Table Top Exercise (TTE) today at Conference Hall Baroo today.
The TTE was chaired by Additional Deputy Commissioner/CEO,DDMA, Kargil, Imteeaz Kacho and attended by Assistant Commissioner Revenue, Kargil, Jahangeer Akhone; Headquarter Assistant to DC/DDMO-Kargil; District Social Welfare Officer; Assistant Director, Food, Civil Supplies & Consumer Affairs; Tehsildar, Kargil; Executive Officer, Municipal Committee; DSP-UTDRF; DSP,DAR; Block Medical Officer, Kargil; AD-Tourism; Executive Engineer, Mechanical; Accounts Officer to DC, representatives of voluntary organizations, among others. The Sub-Divisional Magistrates and Tehsildars joined the meeting online.
The table-top exercise aimed at strengthening preparedness, coordination and communication among various response agencies in handling potential CBRN emergencies. It served as a preparatory step for an upcoming full-scale mock drill planned in the following weeks, designed to test real-time response and inter-agency coordination.
The session commenced with a welcome address by Headquarter Assistant to DC/DDMO. The Additional Deputy Commissioner/CEO,DDMA then expressed gratitude to the 13th Battalion NDRF team, led by Deputy Commandant Dev Raj, for visiting Kargil on the invitation of the Deputy Commissioner/Chairman, DDMA-Kargil and for their presence, guidance and commitment towards enhancing local disaster response capacity.
NDRF experts conducted a detailed presentation using PowerPoint, providing an overview of CBRN hazards and their potential consequences, safety measures and standard operating procedures (SOPs) and inter-agency coordination mechanisms during emergencies.
A simulated scenario was discussed involving chemical leakage and suspected biological contamination in an industrial area, leading to public health concerns, panic as well as environmental impact. The participants deliberated on response strategies, resource mobilization, public communication and medical preparedness.
Improved understanding of CBRN hazards among participating Departments, enhanced clarity on SOPs, communication channels and coordination frameworks, strengthened inter-departmental collaboration for timely and effective response and commitment to organizing similar exercises at the Tehsil-level for wider preparedness, were deliberated upon.
The session concluded with closing remarks from NDRF officials, emphasizing the importance of sustained preparedness and coordination. The Assistant Commissioner Revenue delivered the vote of thanks, appreciating the proactive participation of all Departments and reaffirming the collective resolve to safeguard public health and safety against potential CBRN threats.
It was also decided that a calendar of mock exercises will be scheduled in different Tehsils, with the next mock exercise to be held on 30.10.2025 in Kargil Town.
