Launch of MedLEaPR for Ladakh by Chief Secretary, UT Ladakh & Hands-on Trainings.

Leh-Ladakh: In a significant milestone towards strengthening digital governance in the justice and healthcare systems, Dr. Pawan Kotwal, IAS, Chief Secretary of the Union Territory of Ladakh, formally inaugurated the Ladakh MedLEaPR Web Portal – a comprehensive platform for Medico-Legal Examination and Post-Mortem Reporting System on 8th of April 2025.
With this launch, Ladakh becomes the first Union Territory to adopt the MedLEaPR application following the enactment of the three New Criminal Laws, showcasing its commitment to technological integration in legal and healthcare processes. The event commenced with a welcome address by Dr. Vasanta Kumar Namasiayam, IAS, Commissioner/Secretary, Health & Medical Education Department, Ladakh, followed by remarks from Shri Sunil Kaul, SIO Ladakh and Dr. S.D. Jamwal, Director General of Police, Ladakh. The event/ceremony was graced by several key dignitaries, including Sh. Sanjeev Khirwar, IAS, Principal Secretary, Dr. Tashi Thinles, Director Health Services along with other senior medical officers and officials and Police Officer with CCTNS team.
Also in attendance were officials from the National Informatics Centre (NIC), including Sh. Sunil Kaul, State Informatics Officer, NIC Ladakh; Sh. Punchok Paldan, Scientist-F, NIC Ladakh; Sh. Rahul Jain, Scientist-F, NIC Haryana; and Nilza Angmo, Stanzein Sedol, and Showkat Ali— all Scientists-B.
Shri Rahul Jain presented a detailed presentation on MedLEaPR application and briefed about its salient features and objectives in view of the implementation of the New Criminal Laws. The MedLEaPR development team from NIC Haryana, along with senior UT administration officials, also participated in the event via videoconferencing, reflecting the collaborative and nationwide effort behind the initiative.
Dr. Susheel Kumar, Scientist-G & State Coordinator for Ladakh and Shri Deepak Bansal, SIO NIC Haryana have contributed their valuable guidance and support in implementation of the
MedLEaPR in UT of Ladakh. In his address, Dr. Kotwal lauded the efforts of both the NIC Ladakh team and the development team from NIC Haryana for the seamless and timely implementation of the portal in the region. He emphasized the vital role of such digital tools in ensuring greater accuracy, transparency, and efficiency in medico-legal documentation—an essential requirement under the newly implemented legal framework.
The Ladakh MedLEaPR system is poised to enhance the quality and speed of medico-legal services across the Union Territory, setting a precedent for other states and UTs to follow.
NIC has conducted hands-on training session on MedLEaPR to the Health & Medical Education Department Ladakh at various Hospitals/Health institutions in both the districts – Leh and Kargil of UT of Ladakh. Shri Punchok Paldan, Scientist-F & OIC, NIC Ladakh has coordinated for smooth conduct of hands-training sessions. Shri Rahul Jain, Scientist-F and HOG MedLEaPR, NIC Haryana with NIC Ladak team has imparted the trainings to the Doctors and officials. The location wise training sessions conducted are as under:
Training at SNM Hospital Leh on 7th April 2025
As part of capacity building of MedLEaPR users, Sh. Rahul Jain imparted hands-on training to doctors at SNM Hospital, Leh on 7th April 2025. The session was attended both in person by doctors at the hospital and through video conferencing.
Training at PHC Tangtse Leh on 9th April 2025 in Durbuk Subdivision
As doctors from remote areas of Ladakh were unable to attend the earlier physical training session, therefore, similar hands-on training session was conducted at PHC Tangtse on 9th April. PHE Tangtse is located at 150Kms from Leh city in Durbuk Sub-Division. This session was attended physically by the Doctors, who are posted there. Sh. Rahul Jain, Scientist-F from NIC Haryana, has imparted the training. Doctors at PHC Tangtse felicitated Sh. Sunil Kaul, State Informatics Officer, NIC Ladakh and Sh. Rahul Jain, Scientist-F from NIC Haryana, for successfully conducting the MedLEaPR training.
On 10th April, two training sessions were conducted — at CHC Khaltse and at District Hospital, Kargil which are located at 100Kms and 220Kms from Leh. Sh. Rahul Jain, Scientist-F from NIC Haryana, has imparted the training. The training sessions were attended by all the Doctors. The training session at Kargil also made available virtually for doctors who could not attend the training session in person due to posting in far-flung health institutions of the district.
An interaction session was held on 11th April 2025 post-launch of MedLEaPR and completing training sessions at NIC UT Center Ladakh and had a detailed technical discussion with Sh. Rahul Jain, Scientist-F from NIC Haryana, regarding the MedLEaPR project and its integrations with other applications. During the discussion, SIO Sh. Sunil Kaul expressed his gratitude to Sh. Rahul Jain for successfully implementing the MedLEaPR project in collaboration with NIC Ladakh team.
