Leh, Aug 07: Ensure equitable development works in both Leh and Kargil districts, promote PM Surya Ghar Muft Bijli Yojana to promote non-renewable energy to achieve the goal of carbon-neutral Ladakh as envisioned by the Hon’ble Prime Minister of India, ensure better air connectivity to Kargil and Thoise, promote sports event and set up gyms and health clubs for a healthy society, promote all government schemes among the people to ensure saturation and extend welfare schemes for journalists from Ladakh.
These were some of the directives passed by the Hon’ble Lieutenant Governor Shri Kavinder Gupta while chairing an introductory and comprehensive review meeting of several departments of the UT Ladakh Administration at the LG Secretariat, where he assessed the functioning and implementation of various government schemes and ongoing project works of the respective department.
The departments reviewed included Planning Development & Monitoring (PD&M), State Taxes, Excise, Hospitality & Protocol (H&P), Civil Aviation, Resident Commissioner Office, Ladakh Power Development, Youth Services and Sports, and Information and Public Relations.
In the morning session, Commissioner/Secretary, Dr L Franklin, IAS, gave a detailed PowerPoint presentation highlighting the roles and responsibilities, major projects/schemes, and various issues faced by the PD&M, State Taxes, Excise, H&P, Civil Aviation and Resident Commissioner Office departments.
Dr Franklin informed the Lt Governor about allocation of budget to UT Ladakh, formulation and approval of annual action plan for FY 2025-26 under Capex, the allocation of budget to both Hill Councils, GST collection in UT Ladakh, major tax contributors, duties carried out by various departments headed by him, accommodation facilities at Ladakh Bhawan in Delhi, Chandigarh and Mumbai, civil aviation infrastructure, IL and AN32 services to ferry passengers during the winter months, etc.
In the post-lunch session, Administrative Secretary, Vikram Singh Malik, presented a detailed report on Ladakh Power Development Department, Youth Services and Sports, and Department of Information and Public Relations, highlighting major power projects in Ladakh, including Phyang-Disket & Drass-Padum transmission lines, 13 GW renewal energy park at Pang, green hydrogen plant by NTPC- one of its kind in the country, implementation of PM Surya Ghar Muft Bijli Yojana, the 100-day plan of the department and major challenges faced by the department.
Highlighting various initiatives taken by the Youth Services and Sports Department, including the constitution of the Ladakh Sports Council, medals won by local sportspersons at the national and international level, upgradation and creation of sports infrastructure, etc. The Administrative Secretary also apprised the Lt Governor of functions, activities, and initiatives taken by the Department of Information and Public Relations, such as empanelling agencies, providing accreditation to mediapersons and projects in the pipeline.
In his concluding address, the Lt Governor emphasised improving flight connectivity in Ladakh, especially in Kargil and Thoise. He asked the concerned officials to organise awareness campaigns for taxpayers and simplify the tax process for them. He stated that the major achievements of UT Ladakh, along with government schemes, should be promoted for better reach among the public.
The Lt Governor highlighted the need to boost sports infrastructure and establish gyms and health centres to create a healthy society in Ladakh and to provide a platform to budding sportspersons to showcase their talent. Highlighting the Hon’ble Prime Minister’s vision to make Ladakh a carbon-neutral region, the Lt Governor emphasised encouraging more people to adopt PM Surya Ghar Muft Bijli Yojana to promote renewable sources of energy.
