Training Programme on e-Bill System in PFMS Held for DDOs and Dealing Hands in Kargil.
Kargil, August 13, 2026: A two-day training programme on the introduction of the e-Bill System in the Public Financial Management System (PFMS), organised by the Finance Department, UT of Ladakh, in collaboration with the Controller General of Accounts (CGA), Ministry of Finance, for Drawing and Disbursing Officers (DDOs) and dealing hands of Kargil, Drass and Zanskar districts commenced today at Syed Mehdi Memorial Auditorium Hall Kargil.
Iftikhar Hussain, Joint Director Finance, Shamim Ahmad Wazir, Chief Accounts Officer, Sajad Hussain, Chief Accounts Officer, Accounts Officers and officials of Finance Department besides all CDDOs, DDOs and Dealing Assistants of Kargil, Drass and Zanskar were present.
The training aimed at familiarising the participating officials with the new digital e-Bill system and preparing them for the transition towards a paperless and digitally driven claim-processing system.
During the training, participants were apprised of how claims will be processed digitally through the PFMS and the modalities to be finalized in operating the new system. The system is designed to minimise human intervention while strengthening real-time payment and payment-tracking mechanisms, thereby making the financial transaction process more efficient and transparent.
Experts from the Controller General of Accounts (CGA) conducted detailed sessions on various modules, e-Bill and the GPF module. The participants were provided both theoretical knowledge and live demonstrations of the e-Bill system to ensure a practical understanding of the new process.
Around 350 DDOs and dealing hands from Kargil and Drass districts participated in the training programme physically while the DDOs and dealing hands from Zanskar District joined the training through virtual mode. The officials were given detailed orientation on the functioning of the e-Bill system and its various features.
Earlier, Chief Accounts Officer, Sajad Hussain in his welcome speech about the significance of the programme, stated that the training would greatly benefit DDOs and dealing hands when the department switches over to the e-Bill system, enabling them to adopt the new digital mechanism smoothly and efficiently.
He further asked the DDOs to grab the opportunity of interacting with the experts from CGA to clear their doubts so that no issue would be faced by them while implementation of the new system. He also thanked the experts from CGA for their dedicated efforts and physical presence in imparting the training effectively.
