Visit of Hon’ble Judges of High Court of Punjab & Haryana to District Kargil, UT of Ladakh from 07.06.2025

A delegation consisting of Hon’ble Mr. Justice Vinod S. Bhardwaj, Hon’ble Mr. Justice Pankaj Jain, Hon’ble Mr. Justice Jasjit Singh Bedi, Hon’ble Miss Justice Nidhi Gupta, Hon’ble Mr. Justice Harkesh Manuja, Hon’ble Mr. Justice Aman Chaudhary, Hon’ble Mr. Justice N.S. Shekhawat, Hon’ble Mr. Justice Vikram Aggarwal fromHigh Courtof Punjab & Haryana accompanied by Hon’ble Ms. Ritu Palli, respected spouse of Hon’ble Mr. Justice Arun Palli, Chief Justice of the High Court of Jammu & Kashmir and Ladakh, visited District Kargil from Srinagar via Zojila Pass on 07.06.2025 to 09.06.2025.The purpose of the visit was to familiarize the Hon’ble Judges with the judicial infrastructure and functioning of courts in the region, and to promote mutual understanding regarding judicial and administrative practices, judicial reforms, and infrastructure development across High Courts and Subordinate Courts.
The Hon’ble Dignitaries were warmly received at the Sub-Division Drass by Ms. Spalzes Angmo, Principal District & Sessions Judge Kargil; Shri Shrikant Balasaheb Suse, District Magistrate, Kargil; Shri ChemitYurgyal, Secretary, District Legal Services Authority (DLSA), Kargil; Shri Nitin Yadav, Additional Superintendent of Police, Kargil; Shri Sadiq Ali Wazir, Munsiff, Drass; Adv. Reyaz Ahmad, President, Bar Association Kargil; along with members of the Bar and Shri Vishal Atri SDM Drass and his officers. Ms. Deldan Angmo, Mobile Magistrate, Kargil, escorted the dignitaries during the visit. The Hon’ble Dignitaries paid their homage to the martyrs at the Kargil War Memorial Drass.
During their two days stay at District Kargil, The Hon’ble Judges visited the new upcoming court complexes at Drass and Sankoo Sub Division, where the Hon’ble Judges were briefed about the ongoing projects and their designs. The valuable suggestions and inputs provided by the Hon’ble dignitaries were noted by the engineers of the executing agency. They also interacted with the judicial officers, bar members and other stake holders.
During their two days stay the Hon’ble dignitaries visited the Munshi Aziz Bhatt Museum for Central Asian and Kargil Trade Artefacts, where they were brief about the historical significance of the region of Kargil.They also visited the forward border post and interacted with the army personnels deployed at the post and thanked them for their great service. Later the Hon’ble Dignitaries visited the Suru valley and interacted with the officials of the administration andlocal people and really appreciated the beauty of Suru Valley.
The District administration hosted a cultural programme and dinner in honor of the dignitaries. The programme showcased the cultural diversity of the district with performances representing Balti, Purgi, Shina, and Zanskar communities. The Hon’ble dignitaries were received at the event by Shri Dr. Mohd Jaffer Akhoon, Hon’ble Chief Executive Councillor, LAHDC Kargil; Shri Shrikant Balasaheb Suse, District Magistrate, Kargil; and other district officers.
On the day of departure, the Hon’ble Judges visited the New District Court Complex at Kurbathang, were received by the President BAR Association and members and the Executive Engineer of the R&B Division, The Engineers provided a comprehensive briefing on the ongoing work, inspected the ongoing works, The Hon’ble Judges also engaged in meaningful interactions with judicial officers and members of the Bar, exchanging views on court infrastructure, administrative practices, and judicial reforms. The Hon’ble Judges also appreciated the designs of the court structure and requested the executing agency for early completion and leaving no scope for any delay.
After this productive engagement, the Hon’ble Judges departed for Leh. The judicial officers and members of the Bar, Kargil expressed their heartfelt gratitude for the visit. The dignitaries’ insights and encouragement were greatly appreciated and are expected to further boost the morale and dedication of the judicial officers and legal community in their service to justice.
